Expands the Program of All-Inclusive Care for the Elderly (PACE) to allow public, private, nonprofit, or for-profit entities to provide services, replacing the previous nonprofit-only requirement.

Requires PACE providers to assume full financial risk for all participant costs under a risk-based financing model and maintain a risk reserve fund to cover any cost overages.

Mandates nonprofit PACE providers converting to for-profit status provide 60 days' notice to the Attorney General with detailed conversion plans including independent business valuations and compensation details.

Requires the Attorney General to post conversion plans on its website for a minimum 30-day public comment period within 10 days of receiving the plan.

Requires converting nonprofits to bear all costs associated with Attorney General review and oversight of the conversion process.
