Senate Bill 15-145: Supplemental Appropriation to the Department of Education

• Amends Part III of HB 14-1336 (Session Laws of Colorado 2014, section 2, chapter 420) to make supplemental appropriations to the Department of Education for fiscal year beginning July 1, 2014

• Appropriates approximately $4.98 billion total across multiple funding sources including General Fund ($2.64 billion), General Fund Exempt Account ($710.8 million), Cash Funds ($960.4 million), Reappropriated Funds ($30.7 million), and Federal Funds ($636.3 million)

• Funds major education initiatives including state share of districts' total program funding ($3.78 billion), special education programs ($316.5 million), public school capital construction assistance ($110 million combined for lease payments and cash grants), and early literacy programs ($23.2 million)

• Includes funding for Department of Education administration, information technology services, assessments and data analysis, state charter school institute operations, assistance to public schools, library programs, and the School for the Deaf and the Blind

• Contains safety clause stating the act is necessary for immediate preservation of public peace, health, and safety
