Amends the 2014 budget (HB 14-1336) to provide supplemental appropriations to the offices of the Governor, Lieutenant Governor, and State Planning and Budgeting for fiscal year 2014-2015.

Total supplemental appropriation of $284,536,547 across general funds, cash funds, reappropriated funds, and federal funds for executive branch operations and programs.

Funds major programs including the Colorado Energy Office ($13.9 million), Economic Development Programs ($55.1 million), and Office of Information Technology ($185.6 million).

Allows up to $35,342,773 in unexpended Colorado Benefits Management System appropriations to carry forward to fiscal year 2015-2016.

Includes a safety clause declaring the appropriation necessary for immediate preservation of public peace, health, and safety.
