Amends the fiscal year 2014-15 appropriation to the Department of Health Care Policy and Financing, modifying Part V of HB 14-1336 with updated budget allocations across multiple divisions and programs.

Adjusts funding across executive administration, information technology contracts, eligibility determinations, medical services premiums, behavioral health programs, and intellectual/developmental disabilities services with revised total appropriations of $7,991,692,247.

Modifies the breast and cervical cancer prevention and treatment program appropriation from $7,006,802 to $6,756,709, funded through the Breast and Cervical Cancer Prevention and Treatment Fund and federal funds, with adjustments to medical service premiums and behavioral health capitation payments.

Authorizes transfers between Department of Health Care Policy and Financing and Department of Human Services Medicaid-funded programs, including up to 5.0 percent of total appropriations for Colorado Benefits Management System line items.

Includes statutory language declaring the appropriations necessary for immediate preservation of public peace, health, and safety.
