Amends the fiscal year 2014 appropriation to the Colorado Department of Legislature under HB 14-1336 by modifying Part XI allocations.

Increases total legislative appropriations from $3,029,251 to $3,045,464, a net increase of $16,213.

Legislative Council receives $1,138,500 for property tax studies and ballot analysis.

General Assembly receives $1,906,964 for workers' compensation, legal services, facility maintenance, IT payments, and modernization projects.

Includes a safety clause declaring the appropriation necessary for immediate preservation of public peace, health, and safety.
