Supplemental appropriation of $399,487,400 to the Department of Public Safety for fiscal year beginning July 1, 2014, funded from general fund ($132,585,863), cash funds ($175,202,372), reappropriated funds ($33,263,280), and federal funds ($58,435,885).

Funds distributed across six divisions: Executive Director's Office ($49,904,681), Colorado State Patrol ($137,915,948), Division of Fire Prevention and Control ($35,598,075), Division of Criminal Justice ($102,506,965), Colorado Bureau of Investigation ($39,509,811), and Division of Homeland Security and Emergency Management ($32,944,774).

Appropriates $1,400,000 from general fund and $300,000 from Law Enforcement Assistance Fund to Colorado Bureau of Investigation toxicology laboratory for implementation expenses, reducing earlier estimate of $1,796,592.

Establishes additional $2.10 per day payment for outpatient therapeutic community placements effective January 1, 2015, at total cost of $31,168.

Includes numerous funding sources including Highway Users Tax Fund, limited gaming funds, victim assistance funds, and various cash funds dedicated to specific public safety programs.
