Amends the 2014 appropriations for the Department of State (HB 14-1336) to provide supplemental funding for fiscal year beginning July 1, 2014.

Total supplemental appropriation of $22,265,224 distributed across four divisions: Administration ($5,760,341), Information Technology Services ($8,606,373), Elections Division ($5,327,304), and Business and Licensing Division ($2,604,968).

Funds allocated for personnel costs including 137.2 FTE positions, employee benefits, salary increases, legal services, and administrative law judge services.

Includes operational expenses for IT infrastructure, hardware/software maintenance, elections programs (including Help America Vote Act funding), and licensing operations, with most funding sourced from the Department of State Cash Fund.

Contains safety clause declaring the act necessary for immediate preservation of public peace, health, and safety; approved by Governor John W. Hickenlooper.
