Adjusts total program funding for Colorado public schools for the 2014-15 budget year downward due to lower-than-anticipated student enrollment and higher local property tax revenues.

Increases the minimum state education fund appropriation for districts' total program funding from $5,929,709,582 to $5,930,091,660 after application of the negative factor.

Reduces the state education fund appropriation for total program funding by $2,894,086 (from $152,358,980 to $149,464,894) and for hold-harmless kindergarten funding by $3,342 (from $193,196 to $189,854).

Lowers the Accelerating Students Through Concurrent Enrollment (ASCENT) Program funding from $4,536,864 to $2,720,564, reducing estimated FTE participants from 708 to 423.5 at $6,424 per FTE.

Requires mid-year revisions to actual enrollment, assessed valuations, and tax revenue data to maintain consistent total program funding and limits any difference between calculated and actual statewide funding for 2015-16 to not exceed the 2014-15 difference.
