CO SB182

Authorizes the Department of Corrections Executive Director to transfer offenders age 24 or younger into and out of the youthful offender system for purposes of public safety, academic achievement, rehabilitation, pro-social behavior development, or reentry planning.

Requires youthful offender system facilities to house offenders separately from inmates older than 24 years who were not sentenced to the youthful offender system, except as specifically provided.

Limits youthful offender system facilities to 256 beds.

Mandates the Department of Corrections develop policies and procedures for transfer decisions and report annually to judiciary committees on transfer policies, characteristics of transferred offenders, and any impacts on programming.

Prohibits any transfers until the Department develops the required policies and procedures described in the bill.
