SB 15-185 Summary

• Establishes the "Community Law Enforcement Action Reporting Act" (C.L.E.A.R. Act) requiring law enforcement agencies to report offense and arrest data disaggregated by summons, custody, and on-view arrests to the Division of Criminal Justice by March 31 annually.

• Requires the Judicial Department to report charges, dispositions (convictions, acquittals, plea agreements, dismissals), sentences, and probation revocation petitions resulting from arrests, disaggregated by race and gender by March 31 annually.

• Requires the State Board of Parole to report the number and race/ethnicity/gender of inmates receiving parole hearings, granted parole, and denied parole by March 31 annually.

• Mandates the Division of Criminal Justice to compile and report all collected data by September 30 each year to the Judiciary Committees of the House and Senate and the Colorado Commission on Criminal and Juvenile Justice.

• Appropriates $38,799 to the Department of Public Safety and $9,800 to the Department of Corrections for the 2015-16 fiscal year to implement data collection and information technology requirements.
