Eliminates the requirement that the Department of Personnel executive director establish state archives fees through rulemaking procedures.

Allows the executive director to establish necessary fees to cover direct and indirect costs of responding to information requests from state agencies and the general public without formal rules.

Maintains the state archives and public records cash fund to receive all collected fees, with moneys subject to annual appropriation by the general assembly.

Preserves provisions requiring interest earned on fund deposits to be credited to the fund and prohibiting unexpended moneys from being transferred to the general fund at fiscal year-end.
