Repeals the requirement in Colorado Revised Statutes 24-37.7-106(4)(b) for the Statewide Internet Portal Authority to submit separate annual reports on state agency fees and authority revenues to the General Assembly.

Consolidates the repealed reporting requirements into the existing annual report required under 24-37.7-113.5, due on or before November 1 each year starting in 2013.

Expands the annual report to include total charges or fees imposed by each state agency for electronic information, products, and services through the internet portal, plus total receipts and revenue derived from those transactions.

Requires the authority to present the report information to the Joint Technology Committee at a regular meeting and to any other legislative committee upon request.

Exempts the annual reporting requirements from sunset provisions and maintains them in effect until changed by future General Assembly action by bill.
