Prohibits executive directors of three principal state departments from appointing designees to serve on the Statewide Internet Portal Authority board; instead allows designees only if the appointed executive director cannot attend a meeting and notifies the authority's executive director in writing.

Allows the chief justice's appointee representing the judicial department to designate a substitute to attend board meetings if unable to attend, with written notice required to the authority's executive director.

Permits the chief information officer of the office of information technology to appoint a designee to serve on the board, with written notice required to the authority's executive director.

Restricts board officers to elected officials only, prohibiting designees of executive directors, the chief information officer, or the chief justice's appointee from serving as board chairperson or secretary.
