Appropriates savings generated from achievement earned time awards to inmates for education subprograms (academic and vocational programs) and parole wrap-around services, with a maximum appropriation of $6.5 million per fiscal year.

Requires the Department of Corrections to prioritize parole wrap-around services funding to programs using evidence-based practices.

Prohibits the Department of Corrections from receiving commissions from phone providers except as necessary to pay calling costs and direct and indirect costs of managing the inmate calling system.

Adjusts 2015-16 appropriations for the Department of Corrections, reallocating $2.77 million from canteen operation cash funds to volunteers and education subprograms for personal services and operating expenses.

Takes effect August 5, 2015, subject to referendum petition, with approval by voters in November 2016 required if petitioned.
