Senate Bill 15-210 Summary

• Establishes the Title Insurance Commission as a nine-member advisory body to the Insurance Commissioner consisting of three title insurance company employees, three title insurance agents, and three public members, all appointed by the Governor.

• Commission members must meet specific qualifications including minimum five years of title insurance experience (for industry members), Colorado residency for agents, and geographic diversity requirements across metropolitan and non-metropolitan areas.

• Commission may propose rules, bulletins, and consumer protections related to title insurance; receives copies of enforcement actions, licensing actions, and market conduct reports; and must be provided quarterly summaries of closed complaints.

• Commission meets at least four times per year but no more than eight times, with six members constituting a quorum and majority vote required for action.

• Appropriates $50,000 to the Division of Insurance for fiscal year 2015-16 to implement the commission and sets a sunset date of September 1, 2025, subject to prior legislative review.
