SB 15-214 Summary

• Creates the School Safety and Youth in Crisis Committee as an interim legislative committee to study school safety issues, threat assessment methods, programs for identifying students in crisis, and implementation of Senate Bill 15-213.

• Committee membership includes 8 voting members (4 senators and 4 representatives with bipartisan balance) and 8 nonvoting members appointed by the Governor (school counselor, educator with disabilities experience, parents from different-sized districts, superintendent, juvenile justice advocate, mental health professional, and school safety expert).

• Committee may meet no more than 6 times per legislative interim unless authorized for additional meetings by the Legislative Council Executive Committee, and may form subcommittees as needed.

• Committee recommendations for legislative changes are treated as interim committee recommendations for introduction deadlines and bill limitations under joint rules.

• Appropriates $25,857 to the legislative department for 2015-16 fiscal year ($16,881 for Legislative Council at 0.3 FTE and $8,976 for general assembly), with the article repealing effective July 1, 2019.
