Establishes a state data collection requirement for all officer-involved shootings in Colorado that result in a suspect being shot at by a peace officer.

Requires law enforcement agencies to report suspect demographics (age, gender, sexual orientation, race, ethnicity, disability), officer demographics (age, gender, race, ethnicity), basis for contact and shooting, search information, warnings issued, and arrests or citations resulting from incidents.

Mandates the Division of Criminal Justice compile and report collected data to the House and Senate Judiciary Committees by March 1 annually, with reports posted on the division's website.

Requires agencies to report historical data for officer-involved shootings from January 1, 2010 through June 30, 2015 by September 1, 2015, with compilation by March 1, 2016.

Appropriates $30,851 to the Department of Public Safety for the 2015-16 fiscal year to support division staff and implementation; the entire data collection requirement expires July 1, 2021.
