Amends Colorado law to require public transit officers to perform duties in accordance with policies and procedures adopted by their employing public transportation entity.

Expands the definition of "public transportation entity" to include mass transit districts, mass transit authorities, or any public entity authorized under state law to provide mass transportation services to the general public.

Confirms that public transit officers' authority includes enforcement of all Colorado state laws and power of arrest based on probable cause while performing their duties.

Requires public transit officers to be certified by the P.O.S.T. board.

Effective date is August 5, 2015, unless a referendum petition is filed, in which case the act becomes effective only if approved by voters in November 2016.
