Changes the State Historical Society's board from nine members elected by society members to nine members appointed by the governor with senate confirmation, effective July 1, 2015.

Governor appoints five board members directly; the board selects four additional members for governor appointment and senate confirmation, with governor able to reject board recommendations.

Board members serve three-year terms, with initial staggered terms expiring in 2016, 2017, and 2018 to ensure continuity.

Governor must ensure board members collectively possess financial, legal, and regulatory expertise and must appoint no more than five members from the same political party, while considering geographic and cultural diversity.

Creates a Directors Council elected by State Historical Society members to provide advice and expertise to the board; board must adopt bylaws establishing council size, member terms, and vacancy procedures.
