State Department must establish by September 1, 2015 an annual schedule for reviewing Medicaid provider rates, with each rate reviewed at least every five years, and provide the schedule to the Joint Budget Committee.

State Department conducts analysis of access, service quality, and utilization for reviewed rates, comparing against Medicare rates and private pay benchmarks, with reports due by May 1, 2016 and annually thereafter.

Creates 24-member Medicaid Provider Rate Review Advisory Committee appointed by legislative leaders, representing diverse provider types, recipients, and stakeholders, to review rate analysis reports and make recommendations to the State Department and Joint Budget Committee.

Advisory Committee and Joint Budget Committee may direct out-of-cycle reviews of rates not scheduled for review, with notification required by December 1 of the prior year.

Appropriates $269,912 in state funds and anticipates $269,911 in federal funds for fiscal year 2015-16 to implement the rate review process, including 4.0 FTE staff positions.
