Increases the maximum annual appropriation for the Child Nutrition School Lunch Protection Program from one million dollars to two million five hundred thousand dollars, while maintaining the minimum of eight hundred fifty thousand dollars.

Provides free school lunches to children in state-subsidized early childhood education programs administered by public schools and kindergarten through fifth grade students who would otherwise be required to pay reduced-price lunches.

Appropriates $141,471 for fiscal year 2014-15 and $161,258 for fiscal year 2015-16 from the general fund to the Department of Education for program administration.

Allows the Department of Education to spend up to two percent of annually appropriated moneys to cover direct and indirect implementation costs.

Becomes effective upon passage and applies to fiscal years beginning on or after July 1, 2014.
