Divides the 80 percent of state historical fund administered by the Colorado Historical Society into two separate accounts: the Preservation Grant Program Account (50.1 percent) and the Museum and Preservation Operations Account (49.9 percent), effective July 1, 2015.

The Preservation Grant Program Account funds selection, monitoring, and administration of historic preservation grants, while the Museum and Preservation Operations Account covers the society's operational costs including capital construction and facility maintenance.

Creates a new Enterprise Services Cash Fund to receive noncustodial revenues from the society's operations (memberships, admissions, rentals, publications, commissions) subject to annual appropriation for the society's direct and indirect costs.

Allows unexpended moneys from the Museum and Preservation Operations Account to be transferred to the state museum cash fund through fiscal year 2045, subject to annual appropriation.

Excludes the Enterprise Services Cash Fund from cash fund reserve limitations and takes effect July 1, 2015.
