Amends Colorado Revised Statutes 24-77-104.5 to specify allowable uses of General Fund Exempt Account moneys designated to benefit higher education students.

Retains existing authorizations for fee-for-service contracts under section 23-18-303 and capital construction projects related to higher education.

Adds four new allowable uses: work-study programs, tuition for qualified Indian pupils attending Fort Lewis College, local district junior college grants, and area vocational school grants.

Declares the act necessary for immediate preservation of public peace, health, and safety.
