Transfers vocational rehabilitation programs and the business enterprise program from the Department of Human Services to the Department of Labor and Employment effective July 1, 2016, by a Type 2 transfer.

Requires the Department of Labor and Employment to coordinate with DHS and stakeholder groups, including the state rehabilitation council, to develop a detailed transition plan by December 1, 2015, with quarterly progress reports to the Joint Budget Committee starting September 2015.

Moves all related duties, functions, personnel, property, and contracts from DHS to the Department of Labor and Employment, with transferred employees retaining all personnel system and retirement benefits.

Appropriates $665,330 to the Department of Labor and Employment for fiscal year 2015-16 to support transition and implementation, including personal services, operating expenses, leased space, legal services, and information technology services.

Updates all references throughout Colorado statutes to redirect vocational rehabilitation program functions and vending facility program functions to the Department of Labor and Employment.
