Establishes a funding formula for independent living centers requiring a minimum base amount of $600,000 per center, with the State Department of Human Services to promulgate rules by July 1, 2016.

Defines independent living centers as consumer-controlled, community-based, cross-disability nonprofits providing five core services: information and referral, independent living skills training, peer counseling, individual and systems advocacy, and transition services from institutions.

Requires the State Department to hire a facilitator to help formulate the funding distribution rule, with additional adjustment factors to be agreed upon by the centers such as per capita or per county adjustments.

Appropriates $2,000,000 for the 2015-16 fiscal year to the Department of Human Services Division of Vocational Rehabilitation for independent living centers, with up to $20,000 available for facilitator services.

If consensus on additional funding factors is not reached by January 1, 2016, the formula consists of the base amount alone and unallocated funds return to the general fund.
