Authorizes state treasurer to transfer $7,788,866 from the general fund to the state public school fund annually for fiscal years 2015-16 through 2017-18 to offset federal recoupment of mineral lease payments.

Requires simultaneous transfer of $4,026,844 in federal moneys from the state public school fund to the local government mineral impact fund ($3,115,546), Colorado water conservation board construction fund ($778,887), and local government mineral impact fund ($132,411).

Addresses federal settlement that canceled most Roan Plateau oil and gas leases and required the state to reimburse the federal government over three fiscal years.

Allows transferred general fund moneys to be counted toward maximum allowable distributions to affected cash funds for purposes of determining distribution caps.

Sunsets all provisions of the bill effective July 1, 2019.
