Department of Personnel executive director must develop a billing method for users of statewide financial and human resources information technology systems that covers full service costs including materials, depreciation, labor, and administrative overhead.

All revenue generated from billing shall be deposited into the newly created Statewide Financial Information Technology Systems Cash Fund.

Fund moneys are annually appropriated to the Department of Personnel for information technology maintenance, upgrades, and direct and indirect costs related to statewide financial and human resources information technology systems.

Interest earned on fund investments is credited to the fund, and any unexpended moneys remain in the fund at fiscal year end rather than reverting to the general fund.
