Extends capital construction fund transfers from the general fund through July 1, 2015, adding $143,951,639 to be transferred on that date.

Creates a new information technology capital account and directs transfer of $76,877,790 from the general fund on July 1, 2015 for IT capital improvements.

Adds $143,951,639 to transfers from the general fund exempt account to the capital construction fund on July 1, 2015, with $84,639,619 designated for higher education capital appropriations.

Directs transfer of $1 million from the state historical fund to the capital construction fund during fiscal year 2015-2016 for historic renovation of state house and senate chambers (contingent on Senate Bill 15-236 not becoming law).

Directs transfer of $1 million from the preservation grant program account of the state historical fund to the capital construction fund during fiscal year 2015-2016 for historic chamber renovations (contingent on Senate Bill 15-236 becoming law).
