Extends the period for municipally owned utilities to receive a 3:1 renewable energy credit multiplier for solar electric generation technologies that are under contract for development prior to August 1, 2015, and begin producing electricity prior to December 31, 2016.

Solar electric technologies at municipally owned utilities that are not under contract for development prior to August 1, 2015, and begin producing electricity on or after December 31, 2016, will receive a 1:1 credit (one kilowatt-hour counts as one kilowatt-hour) for renewable energy standard compliance.

Maintains the existing 3:1 credit multiplier for all solar electric technologies at cooperative electric associations that begin producing electricity prior to July 1, 2015, with a 1:1 credit for technologies beginning after that date.

Amends Colorado Revised Statutes Section 40-2-124 regarding renewable energy standards for qualifying retail and wholesale utilities.
