Renames the "legislative Colorado health benefit insurance exchange implementation review committee" to the "Colorado health insurance exchange oversight committee"

Increases the maximum number of meetings per calendar year from five to seven when the general assembly is not in session, and allows unlimited meetings when the general assembly is in session

Increases the number of bills the committee may report annually from five to eight, exempting these bills from individual committee members' bill limits if approved by the legislative council

Appropriates $9,587 to the legislative department for fiscal year 2015-16: $5,627 for the legislative council (0.1 additional FTE) and $3,960 for the general assembly
