Establishes a mandatory independent testing and certification program for medical marijuana and marijuana-infused products sold for human consumption to ensure they do not contain contaminants injurious to health.

Testing must verify THC potency representations, cannabinoid profiles, and may include analysis for microbial contaminants, residual solvents, and chemical/biological hazards identified by the Colorado Department of Public Health and Environment.

Creates a new medical marijuana testing facility license class; testing facilities must maintain independence from medical marijuana centers, infused products manufacturers, and retail marijuana operations.

Requires licensees to immediately quarantine and properly destroy any products testing positive for substances determined injurious to health, and maintain records of all testing and results.

Mandatory testing cannot begin until a marijuana laboratory testing reference library is created and licensees are set up for proficiency tests and standards; effective date is July 1, 2016.
