Allows public utilities to request alternative forms of public notice regarding rate changes within the same formal application filed with the Public Utilities Commission, rather than requiring a separate request.

For transportation and water utilities, the commission may require additional notice in a manner and form set forth by commission order or rule.

For other public utilities, the commission shall require additional notice prior to rate increases or changes, which may be provided at the utility's option through various methods including the newly available alternative manner requested in the application.

Takes effect on August 5, 2015, or 90 days after final adjournment of the general assembly, unless subject to a referendum petition requiring voter approval at the November 2016 general election.

Applies to public utility notices of schedule changes made on or after the effective date of the act.
