Amends Colorado law to expand the types of groups eligible for blanket sickness and accident insurance coverage beyond the previous categories.

Adds five new categories of eligible policyholders: sports teams or camps and their sponsors; religious, charitable, recreational, educational, or civic organizations; restaurants, hotels, motels, resorts, and innkeepers; and expands employer coverage to include workers, dependents, and guests.

Clarifies that blanket sickness and accident insurance policies cannot substitute for workers' compensation insurance, federal health benefit plans, or general liability insurance.

Specifies that blanket sickness and accident insurance does not relieve employers of workers' compensation requirements and does not affect policyholders' legal liability for injuries or deaths of group members.

Takes effect 90 days after final adjournment of the general assembly (August 5, 2015) unless subject to a successful referendum petition, in which case voter approval at the November 2016 general election would be required.
