Creates the Office of the State Architect within the Department of Personnel, headed by a State Architect appointed by the Executive Director and required to have training in architecture and planning.

Transfers statewide capital planning responsibilities from the Department of Personnel to the Office of the State Architect, including review and approval of facility master plans, facility program plans, and capital construction recommendations for state agencies (except higher education institutions).

Establishes new statewide planning requirements whereby state agencies must submit capital construction budget requests and supplemental appropriations requests to the Office for review starting in fiscal years 2016-17 and 2017-18.

Requires the Office to coordinate with the Office of State Planning and Budgeting and Colorado Commission on Higher Education to develop criteria for recommending capital construction projects and establish standards for facility master plans and program plans.

Appropriates $105,531 from the general fund for the 2015-16 fiscal year to support the Office with 1.0 FTE and operating expenses.
