Removes the July 1, 2015 termination date for the Office of Consumer Counsel and extends it to September 1, 2021.

Removes the July 1, 2015 termination date for the Utility Consumers' Board and continues its operation indefinitely.

Narrows the definition of "public utility" from electric, gas, and telephone utilities to only electric and gas utilities.

Modifies the Utility Consumers' Board composition from all governor-appointed members to 11 members with 7 appointed by the governor and 4 appointed by the President of the Senate, Speaker of the House, and minority leaders of each chamber.

Requires the governor's appointees to include at least one member actively engaged in agriculture and at least two small business owners with 100 or fewer employees, with no more than four appointees from the same political party.
