Authorizes Colorado to issue additional transportation revenue anticipation notes (TRANs) in a maximum principal amount of $3.5 billion with a maximum repayment cost of $5.5 billion, only after previous TRANs are fully repaid and subject to voter approval at the November 3, 2015 statewide election.

Designates proceeds from additional TRANs for specified transportation projects across nine transportation planning regions, including I-25 and I-70 corridor improvements, park-and-ride facilities, and transit infrastructure.

Excludes note proceeds and investment earnings on note proceeds from state fiscal year spending limits.

Requires additional automatic transfers from the general fund to capital construction and highway users tax funds for each fiscal year that required statutory transfers are reduced or eliminated due to taxpayer refunds under TABOR.

Establishes contract award process requirements for projects funded with additional TRANs, including restrictions on penalizing design-build contractors and requirements to publicly post winning bid information.
