Prohibits governmental entities from issuing traffic citations based on evidence from automated vehicle identification systems (machines that automatically detect traffic violations and photograph vehicles, operators, or license plates)

Allows exceptions for toll road and toll highway operators to assess tolls and charges, issue high occupancy vehicle lane violation citations, and assess tolls and civil penalties under specified statutes

Prohibits evidence obtained from automated vehicle identification systems from being reported to the Department of Motor Vehicles, credit reporting agencies, or insurance companies

Repeals provisions that allowed judgments or warrants from automated vehicle identification system violations to affect driver's license issuance, renewal, and cancellation decisions

Repeals provisions requiring disclosure of vehicle owner information when requests relate to violations detected through automated vehicle identification systems
