SB 15-277 Summary

• Secretary of state must annually compare voter registration information against national change of address database and motor vehicles database beginning February 1, 2016, and each subsequent February 1.

• County clerk and recorder must send a letter to any elector with discrepancies requiring verification of identity through government-issued photo identification submitted by mail or in person.

• Electors failing to respond or submit required identification must have their registration marked "ID REQUIRED" and provide identification with mail ballot at next election; registration cancels after two consecutive missed general elections.

• Secretary of state must submit annual compliance report to general assembly by September 1 starting in 2016; county clerks must submit reports by May 1 of each year.

• $150,000 appropriated to department of state for 2015-16 fiscal year to implement the voter registration accuracy procedures.
