Amends the 2013-14 fiscal year general appropriation act to allow unspent moneys from the Colorado State Capitol Dome Restoration project to be reappropriated for the next planned phase of Capitol restoration.

Modifies Part X (2) of the Department of Personnel capital construction appropriations, removing "Dome" from the Colorado State Capitol Dome Restoration line item to allow broader use of remaining funds.

Maintains total capital construction appropriations for the Department of Personnel at $11,318,832, with $5,250,000 allocated to Colorado State Capitol restoration ($5,000,000 from capital construction fund and $250,000 from gifts, grants, and donations).

Includes four capital construction projects: Colorado State Capitol restoration ($5,250,000), House and Senate Chamber Renovations ($2,000,000), Tax Processing Pipeline ($2,068,832), and Capitol Complex Master Plan ($2,000,000).

Designates this act as necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
