Requires institute charter schools to hold public hearings within the school district's geographic boundaries to review parent engagement plans at least 30 days after written notice is provided.

Adds requirement that institutes ensure charter schools comply with parent engagement plan requirements, including holding the required public hearings before final plan adoption.

Applies public hearing requirements to school accountability committees reviewing priority improvement plans and turnaround plans for institute charter schools.

Encourages school accountability committee members to attend public hearings on parent engagement and school improvement plans.

Takes effect August 5, 2015, unless subject to a referendum petition, in which case approval by voters at the November 2016 general election is required.
