Requires voter approval by majority of registered electors before payments from tax collections can be made into an urban renewal authority's special fund for plans covering areas that include agricultural land

Applies only to urban renewal plans involving agricultural land where the tax allocation between base and increment revenues has not taken effect as of May 7, 2015

Requires the municipality's governing body to refer the voter approval question to voters in accordance with Article 11 procedures

Allows any registered elector of the municipality to file an action in state district court to enforce the bill's provisions

Adds legislative declaration that agricultural land inclusion in blighted area designations should be narrowly construed to focus on eliminating urban decay rather than encouraging subsidized development of open spaces
