Repeals the state's motorcycle operator safety training program effective July 1, 2016.

Requires the Department of Revenue to issue a motorcycle endorsement to applicants who provide proof of completing a motorcycle training program using curricula meeting National Association of State Motorcycle Safety Administrators standards aligned with National Highway Traffic Safety Administration's national model standards.

Eliminates motorcycle-related surcharges on driver's licenses ($2), license renewals ($1), and motorcycle registrations ($4) that previously funded the motorcycle operator safety training fund.

Removes the motorcycle operator safety training fund from cash fund limitations and repeals the fund's statutory provisions.

Clarifies that motorcycle training programs are no longer subject to regulation as commercial driving schools, effective July 1, 2016.
