Establishes new salary structure for Colorado state officials (Governor, Lieutenant Governor, Attorney General, Secretary of State, State Treasurer) based on percentages of judicial salaries, effective January 10, 2019, with quadrennial adjustments.

Governor's salary set at 66% of State Supreme Court Chief Justice salary; Lieutenant Governor, Secretary of State, and State Treasurer each at 58% of Class B County Court judges' salary; Attorney General at 60% of Court of Appeals Chief Judge salary.

Changes General Assembly member compensation from fixed $30,000 annually to 25% of Class B County Court judges' salary, effective January 2019, with biennial adjustments based on Consumer Price Index.

Expands county officer salary categories from six to multiple subcategories (I-A through VI-D) based on county population and resources, with biennial adjustments using Denver-Boulder-Greeley Consumer Price Index.

Takes effect January 1, 2016, subject to voter approval if a referendum petition is filed within 90 days after legislative adjournment; if approved by voters in November 2016, becomes effective January 1, 2017.
