Recognizes and supports the strategic partnership and friendship between the United States and the Republic of Azerbaijan as a staunch ally in the South Caucasus region.

Acknowledges Azerbaijan's cooperation on energy security, counter-terrorism, drug and human trafficking prevention, and weapons nonproliferation over the past two decades.

Honors Azerbaijan's assistance to the United States following the September 11, 2001 attacks, including opening its airspace and providing a vital transportation route supplying 40% of NATO supplies to Afghanistan for over 13 years.

Commends Azerbaijan's vast oil and gas resources contributing to U.S. and European energy security as a critical element of the "Southern Corridor" energy diversification initiative.

Directs copies of the resolution be sent to the President, Secretary of State, U.S. Ambassador to Azerbaijan, congressional leadership, and Colorado's Congressional delegation.
