Amends Joint Rule 23 of the Colorado Senate and House of Representatives to modify deadlines for introducing resolutions and memorials.

Adds new deadline entries at the 87th legislative day to "deadline to request resolutions and memorials" and at the 90th legislative day to "deadline to introduce resolutions and memorials."

Changes the restriction on late-session resolution and memorial introductions from the last twenty legislative days to the last thirty legislative days, requiring approval from the committee on delayed bills for introduction during this period.

Exempts joint resolutions and resolutions pertaining to session closure or legislative business conduct from the thirty-day restriction.

Applies the thirty-day restriction to special sessions based on the deadline for adjournment established by the executive committee of the legislative council or by joint rule.
