Recreates and reenacts the "Parental Involvement in K-12 Education Act" (which expired September 1, 2015) as the "Parental Involvement in Kindergarten Through Twelfth Grade Education Act" and makes it permanent.

Entitles employees of employers with 50+ employees to take up to 6 hours per month and 18 hours per academic year of leave to attend their child's academic activities, including parent-teacher conferences, special education meetings, and academic achievement ceremonies.

Allows employers to limit leave during emergencies, restrict use to 3-hour increments, require written school verification, and require one week advance notice (except in emergencies).

Requires school districts and charter schools to post information about the leave entitlement on their websites and in communications to parents; directs the Colorado state advisory council for parent involvement in education to provide information about the leave to the extent possible within existing resources.

Takes effect 90 days after final adjournment of the 2016 legislative session, subject to voter approval if a referendum petition is filed.
