Requires persons planning to release destructive rodent pests into a county to notify any conservation district that includes a release location before the release occurs.

Maintains existing requirement that the Parks and Wildlife Commission and board of county commissioners must grant prior approval before releasing destructive rodent pests into a county.

Repeals the existing exception that allowed releasing destructive rodent pests into the same county where they were originally captured without prior approval.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case the measure must be approved by voters at the November 2016 general election.
