Removes the requirement that commercial property valuation in a metropolitan district exceed $1.25 billion in order for the district board to provide business recruitment, management, and development activities.

Allows metropolitan district boards to provide business development support activities without restriction, except as limited by the district's service plan.

Defines "commercial property" as any taxable real or personal property not classified for property tax purposes as residential or agricultural.

Prohibits metropolitan districts from exercising eminent domain or dominant eminent domain powers for the purposes of business development activities.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
