Creates the Business Intelligence Center Program within the Department of State to streamline access to public data and make it more useful for business decision-making.

Authorizes the department to assist state agencies in formatting and publishing data to a publicly available platform in machine-readable format, conduct public contests with cash awards to develop tools for data analysis, and solicit feedback from the business community.

Establishes a Business Intelligence Center Advisory Board chaired by the Secretary of State with representatives from state government, the Governor's office, the private sector, and nonprofit community to guide program operations.

Makes state agency participation in the program voluntary, with participating agencies controlling the scope, timeline, and format of data publication.

Allows the Secretary of State to accept gifts, grants, and donations from public or private sources to fund program costs, with funds deposited into the Department of State Cash Fund; sunsets the advisory board on September 1, 2026, subject to legislative review.
