HB 16-1022: Full-day Kindergarten Funding

• For the 2016-17 budget year, increases the full-day kindergarten factor to 1.00, allowing districts to count each kindergarten student as a full-day pupil instead of half-day.

• During 2016-17, districts can include in their pupil count all students eligible for kindergarten enrollment, regardless of actual enrollment, to receive additional funding.

• Districts not providing a full-day kindergarten program in 2016-17 must use revenues from the supplemental kindergarten enrollment and non-enrolled eligible students to expand kindergarten facilities.

• Beginning in 2017-18, districts offering full-day kindergarten can count enrolled students as full-day pupils with a 1.00 factor, while other districts receive the additional 0.08 supplemental enrollment factor.

• Districts receiving the 1.00 full-day kindergarten factor are no longer eligible for hold-harmless full-day kindergarten funding.
